Does anyone know how much it cost per running foot to do the top half  of a 3H LQ trailer to change the color? What company does it? Maybe somewhere in OKC?

You will want to use cast media with air egress.  Two ways that it can be done.

Either printed (multi-colors, designs, pictures) with a cast UV laminate.  This type of material has an average lifespan of 5-7 years.  Media width is typically 54" wide.  If the area you are covering is wider (your case taller) than that, installers would do vertical panels with 1" overlap.  This is usually $6 - $7 per sq ft and installation around $3 to $4 per sq ft.  There maybe file setup if you don't go solid color and how elaborate you go with the design.  This is just an estimate and your location could be different.

The other way is use a high performance cut vinyl (solid color).  YOu can google this:
ORACAL 751 High Performance Cast to see color options.   This has an average lifespan of 6-8 years.  You are limited to colors and a width around 48" (common).  This you can probably buy on the internet for $ .75 to $1 per sq ft.  Installation would be similar to above for $3 to $4 per sq ft.

Check with your local sign shops and ask if they install or if they know somebody that does.   Anybody that wraps cars can do a trailer.  If you go with the second option (cut vinyl) the price above for the material maybe higher if you purchase from the sign shop instead of internet depending on how much they buy and their markup.

Thanks you for the info! Since it is only good for a bout 7 years, I don't think I will mess with it.
