I took to a guy 7-8 years ago to repair roof leak (leaked again 6 months later). I have no idea what he used but I can dent it with my fingernail. I will assume he used silicone. I want to use tape to repair leaks but I understand I have to remove whatever this is he gobbled on thickly. How do I remove this substance? I read somewhere you should not scrape aluminum. Help please.

I used a wire cup brush on an angle grinder.  It takes a bit of a touch to abrade the sealant, yet not get into the aluminum.  Kind of like painting the seam with a brush. As soon as you see clear metal, move on to the next bit of sealant.  The aluminum was left shiny and clean for the Endura tape that I used.
